Functions of The (Federal/Central) Ministry of Energy, Water Resources and Irrigation of Nepal:

This is the 5th Post on Function of Executive Government of Nepal Series and 4th ministry of which functions has been listed in Both English and Nepali Language for your reference.

The Ministry of Energy, Water Resources and Irrigation is the body of the Federal Executive body Nepal which regulates, facilitates, collaborates, provides a conducive and favourable environment to flourish the energy sector, water resources and irrigation system of Nepal. There are 30 functions listed in the Government of Nepal (Work Division) Regulation 2074 as per Article 82 (1) of the Constitution of Nepal for this Ministry which is given below:

1. Policies, laws, standards and regulations related to sustainable development, conservation, use and allocation of water resources and energy; ( जलस्रोत र ऊर्जाको दिगो विकास, संरक्षण, उपयोग र पानीको बाँडफाँडसम्बन्धी नीति, कानून, मापदण्ड र नियमन; )

2. Integrated policies, laws, standards and regulations on water resources and energy infrastructure structure, construction; ( जलस्रोत र ऊर्जा पूर्वाधार संरचना, निर्माणसम्बन्धी एकीकृत नीति, कानून, मापदण्ड र नियमन; )

3. Integrated irrigation policies, laws, standards and regulations; ( सिंचाइसम्बन्धी एकीकृत नीति, कानून, मापदण्ड र नियमन; )

4. River basin planning and master planning and regulation of water use; ( नदी बेसिन योजना र जल उपयोगसम्बन्धी गुरुयोजना र नियमन; )

5. Studies, research and technology development related to water resources, energy, irrigation and underground water resources; ( जलस्रोत, ऊर्जा, सिंचाइ र भूमिगत जलस्रोतसम्बन्धी अध्ययन, अनुसन्धान र प्रविधि विकास; )

6. Policies, laws, standards and regulations related to determining the flow area of major rivers and the protection, management and use of land in that area; ( प्रमुख नदीहरुको बहाव क्षेत्र निर्धारण र सो क्षेत्रको जमीनको संरक्षण, व्यवस्थापन र उपयोगसम्बन्धी नीति, कानून, मापदण्ड र नियमन; )

7. Standards and Regulation of water resource Goods or Service Use; ( जलस्रोतसम्बन्धी वस्तु वा सेवा उपयोगको मापदण्ड र नियमन; )

8. Coordination with Bodies related to Water Resources, Energy and Irrigation Sectors; ( जलस्रोत, ऊर्जा र सिंचाइ क्षेत्रसँग सम्बन्धित निकायहरुसँगको समन्वय; )

9. Identification, Study, Construction and Regulation of multi-purpose water resource utilization projects operating at the federal and interprovincial levels; ( संघीय र अन्तरप्रदेशस्तरमा सञ्चालन हुने जलस्रोत उपयोगका बहुउद्देश्यीय आयोजनाको पहिचान, अध्ययन, निर्माण र नियमन; )

10. Identification, study, construction and regulation of federal and inter-provincial irrigation and inter-provincial waterborne disaster control projects; ( संघीय र अन्तरप्रादेशिक सिंचाइ र अन्तरप्रदेश जलउत्पन्न प्रकोप नियन्त्रण आयोजनाको पहिचान, अध्ययन, निर्माण र नियमन; )

11. Resettlement and rehabilitation of those displaced by major infrastructure projects related to water resources, energy and irrigation; ( जलस्रोत, ऊर्जा र सिंचाइसम्बन्धी ठूला पूर्वाधार आयोजनाबाट विस्थापितहरुको पुनर्बास र पुनर्स्थापना; )

12. Policies, standards and implementation of federal and interprovincial irrigation system dams, reservoirs, other structures, operation, maintenance and management of main canals; ( संघीय र अन्तरप्रदेश सिंचाइ प्रणालीको बाँध, जलाशय, अन्य संरचना, मूल नहरको सञ्चालन, मर्मत–सम्भार, व्यवस्थापनसम्बन्धी नीति, मापदण्ड र कार्यान्वयन; )

13. Coordinating and assisting in the operation of flood and river control program of provincial border rivers; ( प्रदेश सीमा नदीको बाढी र नदी नियन्त्रण कार्यक्रम सञ्चालनमा समन्वय र सहयोग; )

14. Water Resources, Energy and Irrigation Data Management, Studies and Research; ( जलस्रोत, ऊर्जा र सिंचाइसम्बन्धी तथ्याङ्क व्यवस्थापन, अध्ययन अनुसन्धान; )

15. National and international power transmission lines and extensions; ( राष्ट्रिय र अन्तर्राष्ट्रिय विद्युत प्रसारण लाइन तथा विस्तार; )

16. National and international electricity trade policies, laws, standards, treaties, agreements, implementation and regulation; ( राष्ट्रिय र अन्तर्राष्ट्रिय विद्युत व्यापारसम्बन्धी नीति, कानून, मापदण्ड, सन्धि–सम्झौता, कार्यान्वयन र नियमन; )

17. Multi-purpose water projects of national importance and inter-watershed transfers; ( राष्ट्रिय महत्वका बहुउद्देश्यीय जल आयोजना र अन्तर जलाधार स्थानान्तरण; )

18. Policy and regulation regarding electricity service standards, quality and tariffs; ( विद्युत सेवाको मापदण्ड, गुणस्तर र महसुलसम्बन्धी नीति र नियमन; )

19. Management and operation of national and regional load systems of electricity services; ( विद्युत सेवाको राष्ट्रिय र क्षेत्रीय भार प्रणाली व्यवस्थापन र सञ्चालन; )

20. Use, quality and standards of renewable and alternative energy; ( नवीकरणीय र वैकल्पिक ऊर्जाको उपयोग, गुणस्तर र मापदण्ड; )

21. Investment in power development; ( विद्युत विकासमा लगानी; )

22. Policies, Laws, Standards, Statistics, Planning, Implementation and Regulation of Water and Meteorological Services; ( जल तथा मौसम विज्ञान सेवासम्बन्धी नीति, कानून, मापदण्ड, तथ्याङ्क, योजना, कार्यान्वयन र नियमन; )

23. Weather and Flood forecasting; ( मौसम तथा बाढी पूर्वानुमान; )

24. Development and Dissemination of Pre-disaster Information Systems; ( विपद् पूर्व सूचना प्रणालीको विकास तथा सम्प्रेषण; )

25. Climate Studies and Research, Information Sharing; ( जलवायुसम्बन्धी अध्ययन तथा अनुसन्धान, सूचना आदान प्रदान; )

26. Management and Information Flow of Water and Weather Radar, Radiosonde, Lightning Network, Solar Radiation Stations; ( जल तथा मौसमी राडार, रेडियोसोन्डे, चट्याङ नेटवर्क, सौर्य विकीरण केन्द्रहरुको व्यवस्थापन र सूचना प्रवाह; )

27. Ice river and glaciers; ( हिमनदी तथा हिमताल; )

28. Treaties, Agreements, Conventions, Contacts and Coordination with National International Organizations related to the Ministry; ( मन्त्रालयसम्बन्धी राष्ट्रिय अन्तर्राष्ट्रिय संघसंस्थासँग सन्धि, सम्झौता, अभिसन्धि, सम्पर्क र समन्वय; )

29. Operation and regulation of public institutions, authorities, committees, foundations, companies etc. related to the Ministry; ( मन्त्रालयसम्बन्धी सार्वजनिक संस्थान, प्राधिकरण, समिति, प्रतिष्ठान, कम्पनी आदिको सञ्चालन र नियमन; )

30. Operation of the following groups, sub-groups under Nepal Engineering Service:- ( नेपाल इन्जिनियरिङ्ग सेवाअन्तर्गत देहायका समूह, उपसमूहको सञ्चालनः– )

(a) Electrical Engineering Group; ( (क) इलेक्ट्रिकल इन्जिनियरिङ्ग समूह; )

(b) Mechanical Engineering Group; ( (ख) मेकानिकल इन्जिनियरिङ्ग समूह; )

(d) Agricultural Irrigation Engineering Group; ( (घ) एगृ इरिगेशन इन्जिनियरिङ्ग समूह; )

(e) Irrigation, Hydro-Power and Hydrology Sub-Group of Civil Engineering Group. ( (ङ) सिभिल इन्जिनियरिङ्ग समूहको इरिगेशन, हाइड्रो–पावर र हाइड्रोलजी उपसमूह । )
