1. High economic growth can be achieved only through efficient, fair and effective management of public expenditure. Even though Nepal has been trying to make policy, procedural and technological improvements in the expenditure system for the past few years, public expenditure management still does not seem to be effective. In this context, by analyzing the theoretical concept of public expenditure management, discuss the problems and complications seen in Nepal's public expenditure management and present practical and rational suggestions necessary to strengthen the public expenditure system in the future and make it profitable in terms of economic prosperity. 2. The development of public administration is divided into different periods (Regimes) from the latter part of the nineteenth century to the beginning of the twenty-first century. The new Industrial Business Act, 2073 and the Foreign Investment and Technology Transfer Act, 2075 were promulgated with the aim of making the national economy competitive, strong and job-oriented and promoting import substitution and export promotion and infrastructure development by increasing productivity, attracting foreign capital, technology and investment in the production of goods and services. happened.  Accordingly, the Industrial Business Regulations, 2076 were also issued. Among the SAARC countries, only Bhutan and Afghanistan have less investment than us. Sri Lanka, which is slightly smaller than us in terms of area and population, has received many times more foreign investment than ours. In short, it is essential to increase foreign investment in order to achieve the "sustainable development goal" and the goal of "prosperous Nepal, happy Nepali" taken by the Nepalese government by the year 2030. 4. According to the constitution of Nepal, the distribution of state power has been done at the union, state and local levels. Schedule 5 to 9 of the Constitution lists the single and concurrent rights of these three levels. Residual rights are vested in the federal government. Although there is a constitutional provision to establish special protected or autonomous areas for social, cultural protection or economic development according to the federal law, no federal laws have been made regarding these matters. According to the decision of the High-level Federalization Implementation and Administrative Restructuring Steering Committee, a work detailing report was prepared and the report was approved by the Government of Nepal about 3 years ago to make the work responsibilities more clear based on the distribution of rights provided by the constitution. The report determined a total of 1795 job responsibilities, 873 for the union, 567 for the state and 355 for the local level. The federal government is the main implementer of federalism. Although the decentralized approach of taking the central authority to the provincial and local levels is a feature of our federalism, the provincial and local levels have accused the federal law of trying to centralize the powers instead of clearly distributing the powers.

5. The municipal area where you are serving as the Chief Administrative Officer is undergoing rapid urbanization. The number of people coming from Himalayan and hilly areas to that city area in a formal/informal manner is also increasing day by day. The standard of community schools operating within the municipality has fallen. Numerically, the schools appear to be adequate but the basic facilities are not available in those schools and the educational environment is deteriorating. Health centers and urban health centers are also under capacity and poor infrastructure. Health workers are more engrossed in their personal work than official responsibilities. Necessary services for children could not be delivered in a reliable manner. The condition of roads within the municipality is miserable. Rather than needs and priorities, the elected people's representatives are raring to draw up plans for new road construction on the advice of local influential people who will help them in the election. The existing roads are also broken and broken from time to time due to the lack of coordination between the concerned agencies. The risk of accidents is high as the condition of the roads worsens due to the lack of sewerage during road construction. Due to the lack of street lights in the evening and morning, the residents of the city are experiencing inconvenience and are feeling insecure.

Due to increasing population density, disorderly living, ineffective waste management, theft, robbery, looting, the residents of the city come to your office daily to make the city comfortable and ensure peace and security. There is a tendency for elected public representatives including city chiefs/deputy chiefs to go outside the city area on the pretext of conferences, seminars and observation visits. The work environment is also not favorable as there is no cordial relationship between the employees currently working in the city executive. In order to advance development, construction and maintenance works, the elected public representatives tend to walk away from the meeting if they see that things are not going according to their wishes, and the local employees working in the municipality are often active in strengthening this trend. On the other hand, the problem is the lack of resources available in the municipality to solve the problem.


Looking at your work responsibilities, especially doing/conducting all administrative activities of the municipality in accordance with the prevailing laws, acting as the secretary of the municipal assembly and the municipality and implementing the decisions of the municipal assembly and the municipal executive, updating/improving the profile of the municipality, natural, human, archeological within the municipal area. , to identify religious, cultural, technological and other resource assets, to maintain and maintain them and to make appropriate arrangements, to prepare and implement municipal revenue plans as approved, to carry out work related to economic administration, to formulate city development plans through a participatory process Responsibilities include regular supervision, monitoring and evaluation of the plans to be carried out and implemented and the implementation of matters that have been made responsible to the municipality by signing international treaties and conventions by the Government of Nepal.
